Rice Exporters from South seek govt assistance

With the aim of safeguarding their earnings from premium rice exports, exporters of premium non-Basmati rice from the four states of South India have sought some clarity and extra facilities. In a communique to the Commerce Secratary, the South India Rice Exporters' Association (SIAREA) has point out that the Directorate-General of Foreign Trade's (DGFT) July 19 notification was permitting export of all non-Basmati rice at $400 a tonne, while for Basmati exports a minimum export price (MEP) of $850 a tonne had been fixed. SIAREA exports speciality rice varieties such as Ponni, Sona Masuri and Matta.

SIAREA claimed that Thailand's premium rice, similar to India's premium non-Basmati, was selling at $500-$600 a tonne in markets abroad. SIAREA made the point that fixing the price of exports at $400 a tonne would imperil the cost competitiveness and export margins of premium non-Basmati rice exporters, considering that they have to bear the extra cost of shipping the rice from designated ports as well as packaging.

Besides, premium non-Basmati rice varieties non-Basmati rice varieties are currently restricted to packing sizes of 10 kg or less, industry experts lament, in addition to being subjected to port restrictions. For example, export of Ponni rice is permitted only from Tuticorin Port, Sona Masuri from Vizag and Chennai Ports and Matta from Cochin Port. These port restrictions, SIAREA pointed out, were compelling exporters to ship their consignments only from the designated ports, even though the three key premium varieties were being widely grown in all the southern states.

India slips to 14th spot in FDI inflows: UN Export

AN UN export showed recently that India has slipped to the 14th spot in the list of countries that attracted the highest foreign direct investment (FDI) in 2010, with inflows dropping by nearly $.10 billion to settle at $.25 billion. While China, with FDI inflows to the tune of $ 106 billion last year, is ranked far above India, the World Investment Report 2011, brought out by UNCTAD highlighted that India attracted FDI worth $ 25 billion in 2010, much lesser that the inflow of $ 36 billion seen a year earlier. According to the report, the US topped the list of countries that saw the maximum FDI in 2010 with $ 228 billion.

Govt to decide on more sugar exports after Sept.

The Minister of State for Food, Prof.K.V.Thomas, has said the government will take a decision on allowing more sugar exports after September. Speaking to newsmen, Prof.Thomas admitted that the government was not in a hurry (for more sugar exports) as global prices were likely to remain steady until January next.

Besides, during an interaction with Food Ministers and Secretaries of major food consuming states, Prof. Thomas directed states to improve the lifting of grains meant for Public Distribution System (PDS) and also allocations made for other schemes. He pointed out that even though these allocations had been made at subsidised rates, the offtake so far had been just close to 50 per cent.

Commerce, Textiles Min differ on Cotton Export quota

The Textiles Ministry has found deficiency in the way allocation of cotton export quota has been given by the Commerce Ministry and suggested that the procedures may be changed. The government has restricted cotton exports to 5.5 million bales for the current cotton season (October to September). While administration of the determining cotton export quota for exporters was vested with the Textiles Ministry upto December 15, the responsibility has been recently taken away by the Commerce Ministry.

Textiles Secretary Rita Menon has shot off a letter of her counterpart in the Commerce Ministry Rahul Khullar seeking reversal of the procedure for giving allocations to traders for cotton exports. Sources said, the Commerce Ministry has accepted applications for export quota allocation even from traders, who have no experience in cotton trade. Of the 5.5 million bales, 3.

Oilmeal Exports down 14%

Oilmeal exports in April declined 14 per cent in volume and 19 per cent in value. According to the Solvent Extractors Association, oilmeal shipments dropped to 2.04 lakh tonnes (lt) against 2.38 lt in the same period a year ago. Realisation from exports dropped to Rs.5.65 crore (Rs.6.97 Crore). There has been something to cheer about though in the gloom. Rapeseed meal exports increased in value and volume in April.

Rapemeal shipments increased to 1.18 lt, valued at Rs.3.05 crore (1.02 lt, valued at Rs.2.23 crore). Soyameal exports continue to be hit with the shipments dropping 40 per cent in April compared with the year-ago period. From a little over one it, exports of soyameal dropped to 60,000 tonnes. REalisation, too, dropped to 2.28 crore from 4.37 crore. It was the sixth consecutive month when soyameal exports declined after staging a recovery in september-october.

Ricebran extraction exports fell in terms of volume but its realisation increased to $.175 f.a.s. a tonne from $126 a year ago. Vietnam bought the entire 11,700 tonnes of rice bran extraction shipped in April. Among the nations that depend on Indian Oilmeals, imports by South Korea were higher at 53,074 tonnes against 30,660 tonnes during the same period a year ago. Shipments to Japan were up marginally at 35,363 tonnes (34193 tonnes).

However, exports to Vietnam declined sharply to 22,534 tonnes (68,450 tonnes). China's oilmeal buying also dropped to 46,254 tonnes from 58,445 tonnes a year ago. The downtrend in oilmeal exports is likely to continue for the next couple of months, according industry sources. However, domestic demand is likely to keep the solvent extraction units going, though the poultry and dairy sectors are complaining of higher price for the meals.

RICE EXPORT BAN TO CONTINUE DESPIT GOOD HARVEST FORECAST

Although the government is expecting bumper rice harvest this year due to good monsoon, it has no plan to relax ban on rice exports, Agriculture Minister Sharad Pawar said Wednesday.

Speaking on the sidelines of a programme organized by the Indian Council of Agriculture Research (ICAR) here, Pawar said the government would reconsider the ban onlu after it assessed the harvest by October-November.

India ,like other Asian rice exporters, banned exports in April to safeguard domestic supplies and to slow food-price inflation. India is the world’s biggest rice producer after China.

According estimates, India will produce an additional 3million tones of rice in the next crop season following an increase in high price realization the farmers received this year.

In the crop year that ended in june 2008, India produced an all-time high of 95.68 million tones of rice . According to the agriculture department, the area under tice cultivation in India rose to 5.6 million hectares till july 7, from 4.71 million hectares a year ago. Pawar indicated that the harvest of corn and soyabean will also be good, thanks to monsoon rains and higher incentives for fertilizers given to farmers.

The production of cotton and sugar are likely to be affected as states like Maharashtra, Andhra Pradesh, Karnataka and Tamil Nadu, Where these crops are largely cultivated, received less than normal rain. “We are also monitoring the situation,”he said . Asked if the government has any plan to release some states which have good production of wheat have good production of wheat have been asked toregulate its prices and distribution.

The government has banned wheat exports,since 2006 to ensure domestic availability and check rising food prices. According to afficials , the government produced 22.2 million tones of wheat from farmers and may sell the grain in the open market to cool prices.
